Radiant barrier

How can a single radiant barrier be used to block either summer heat gain or block heat loss at an attic, but not both?
AnswerPlaced on the outside of thermal insulation, a radiant barrier reflects heat back toward the roof, but would have to face the heated side of the insulation to block heat loss.
