Edges of water

If a shore or bank must be reinforced with surface treatment to resist erosion (stone riprap, reinforced concrete wall), adequate allowance must be factored for the highest expected water level and maximum wave action. What does this refer to?

AnswerFreeboard: the distance from the normal water line to the top of the reinforced or treated surface, which is considered a factor of safety (feet) above a flood level, important for floodplain management.
