Mini-Neighborhoods

How can a neighborhood be subdivided to define a mini-neighborhood? Creating mini-neighborhoods as described in Oscar Newman's "Creating Defensible Space" can significantly adjust aspects of a community, including increased interaction amongst inhabitants and decreased rates of crime.
